Before you spend anything
Turn on the pump and watch it. If it primes and the pressure gauge moves, the expensive part still works. Check the filter pressure, the skimmer weir and the cleaner. A dead pump or a cracked filter tank changes the plan and should be fixed first.
Debris first, chemistry second
Net leaves and scoop the floor with a leaf rake before any chemicals. Shocking a pool full of leaves wastes chlorine on the leaves. Then brush, shock and run the filter, cleaning it as it clogs. Vacuum the dead algae to waste rather than through the filter.
What it costs
A one-time cleaning ($200) handles a dirty but blue pool. Add algae treatment ($300) for green water and a filter cleaning ($180) for the clogged filter that always follows. All three together are $630, $50 off the separate prices. Draining is almost never the answer in Houston because of the high water table.
How long
Blue but dirty: one visit. Green: about three days to swimmable, a week to fully clear. Black-green with debris: up to two weeks. Weekly service from the first week keeps it from sliding back.

Should I drain and refill?
Only if the water is chemically ruined (very high stabilizer or calcium) and a professional confirms the water table allows it. Most pools clear in place.
